Responsible for managing the day-to-day operations of various mission critical facilities in cleanroom, an R&D and Office environment.
Ensure that all Facilities Outsource Vendor / Contractors follow Service Level Agreements (SLAs) and perform daily in a well-planned executed fashion to meet the KPIs for the operations and facilities.
Ensure the safe, reliable, and continued operations of the facilities, security and its functions. Ensure the operations, maintenance, and vendor management standards of the contract are met in a cost-effective efficient manner.
Work in cooperation with the Site’s team and / or subcontractors. Responsible for facility projects and operations in accordance with approved operating guidelines and budget.
Support issues that include management strategy, client relations, team building and other key contractual strategies. Establishes operational objectives and work plans, and delegates assignments to subordinates.
Senior management reviews objectives to determine success of operation. Involved in developing, modifying, and executing company policies that affect immediate operations and may also have company-wide effect.

- Must ensure the continued, a safe and reliable facilities operations of the R&D site.
- Must manage the Facilities and Maintenance in a cost-effective fashion in accordance with the approved annual budget and the site’s requirements.
Interfaces with the management for financial, contract, and customer strategies of the facility.
- Communicates Service Levels, objectives and expectations to all.
- Establishes and improves written procedures for the daily operations, repair, maintenance, and projects of the facility systems.
- Manage contractors, specifications, issues, performance, and Service Levels. Influencing skills; gains support for ideas, proposals, projects, and solutions.
- Strong communication, presentation, and facilitation skills; ability to plan and deliver oral and written communications in English.
- Demonstrate successes building and maintaining collaborative relationships.
- Results Orientation, Initiative, Thoroughness, Analytical skills.
- Also important are skills and abilities necessary to support all facets of Environment, Health & Safety activities in the operations including :
- Chemical &Hazardous Waste Regulations
- Evacuation Planning and Drills
- Managing all Safety programs found in an Office R&D operation such as : Electrical, Chemical Safety, and investigating and correcting identified safety issues and concerns.
Basic Qualifications :
- A Bachelor’s degree in Engineering, Business Administration, or Maintenance Operations Management is required.
- Strong supervisory and management experience, managing employees in two or more functions.
- Excellent interpersonal, organizational and communications skills
- Strong financial experience including budgeting, project management, payback analysis and problem solving
- Minimum 5years functional experience in facilities maintenance and operations.
- Strong Environmental, Health and Safety background : Implementing and monitoring Occupational Medicine and Safety programs required by the Labor and Social Security Ministry, such as PPRA, PCMSO, LTCAT, PPP.
KEY RESPONSIBILITIES

- Develop an effective relationship with all internal and external stakeholders, landlord, suppliers, contractors, internal customers, regulatory agencies and other business areas.
- Work closely with internal technical teams to define tasks and ensure that infrastructure requirements are tracked and met.
- Own the outcomes of and management of the day-to-day delivery of activities.
- Accountable for the identification, communication, and management of facilities risk and issues along with mitigation and / or workarounds.
Including the escalation of risks and issues, with suggested mitigation plans, to the team leader when necessary.
- Responsible for working with functional owners to manage resources, budget, and capital expenditures.
- Responsible for delivery of all key milestones / Gates, need to be able to present / summarize status of key activities to higher level management.
SKILLS AND EXPERIENCE :
Essential Skills :
- Engineering degree in Mechanical, Electrical, or equivalent technical discipline is preferred.
- 5+ years of experience in Facilities Operation, Program / Project Management within facilities / equipment engineering within optoelectronics, semiconductor technology, automotive, or manufacturing.
- Experience developing maintenance and operational plans for facilities in an R&D and manufacturing environment.
- Strong Environmental, Health and Safety background : Implementing and monitoring Occupational Medicine and Safety programs required by the Labor and Social Security Ministry, such as PPRA, PCMSO, LTCAT, PPP.
- A methodical and organized team player with a flexible approach to work.
- Project / Schedule knowledge.
- Construction project management scope, implementation and development plans.
- Experience with the full project life cycle, including work within budget and timelines.
- Essential to have experience of facilities project management and cost control.
- Excellent communication skills in English to communicate in written, verbal and deliver presentations to all levels of management.
- Process orientated mindset and ability to pivot quickly while maintaining a positive attitude with the goal in mind.
